Job Description

37.5 hours per week, 12 months per year. Includes benefits and NYS retirement.

This position involves direct participation in the performance of the payroll and benefit functions for the Brighton Central School District.  The position assists the Payroll Specialist and the Benefit Specialist in processing routine transactions involving time and attendance, payroll maintenance, health and life insurance, pension plans and other benefits particular to the District.  The employee reports directly to and works under general supervision of a higher level staff member. 

TYPICAL WORK ACTIVITIES

Enters new hire information into WinCap

Reviews timecards/sheets, checking hours worked and hours missed due to leave, vacation, illness, compensation and tardiness;

Enters information from timecards into payroll system and submits for approval;

Performs payroll processing duties such as calculating, data keying and filing;

Furnishes copies of payroll to parties concerned;

Maintains and/or updates attendance records for employees;

Explains payroll related information and options; direct deposit, timecard coding, and deferred compensation either by meeting with new employees or responding to inquiries;

Provides first level customer service via email and phone for benefit-related transactions

Data entry for routine benefit-related transaction into third-party and financial management programs (BusinessSolver, WinCap);

Acts as liaison or assists with various benefit agencies and the department concerning clarification of policies, procedures and plan updates;

Maintains benefits files in connection with the agency's fringe benefit and compensation programs;

Processes payroll changes in regard to benefit elections and related deductions, etc.;

Compiles bills and reconciles premium charges to insurance carriers;

Assists with retiree billing;

Performs various other office duties as requested.

Job Qualifications

MINIMUM QUALIFICATIONS:  Graduation from high school or possession of an equivalency diploma, plus EITHER:

 (A)       Graduation from a regionally accredited or New York State registered college or university with an Associate's degree or 60 college credit hours, plus two (2) years paid full-time or its part-time equivalent experience providing employee benefit support; OR,

 (B)       Four (4) years paid full-time or its part-time equivalent responsible clerical experience, two (2) years of which shall have been providing payroll duties and/or employee benefit support; OR,

(C)       An equivalent combination of education and experience as defined by the limits of (A) and (B) above.
