Fiscal Manager
The City of Chowchilla is looking for a Fiscal Manager, under the direction of the Finance Director, to take lead responsibility and oversight in the day-to-day operations of one or more of the following areas: accounts payable, accounts receivable, general accounting, payroll, financial reporting, and budgeting functions of the City. In addition, to provide technical staff assistance to the Finance Director and perform other duties as required.
Distinguishing Characteristics: Fiscal Manager is a supervisory class in the Finance Department. Incumbents supervise subordinate staff performing analytical, budgetary, payroll, and fiscal administration duties and completing special projects on a City-wide basis. The incumbent plans, organize, and directs centralized payroll activities, including the timely processing and distribution of payroll.
Prerequisites:
1. Education and Experiences: Bachelor's Degree in Accounting preferred, with four years of experience performing simple to complex accounting clerical duties with some lead and supervisory experience, preferably in a municipal setting. An AA degree in Accounting with eight (8) or more years of experience may be substituted.
2. Licenses, Registration, Accreditation, etc.: Possession of a valid California driver's license is required.
Essential Functions:
Supervises and participates in the work involved in the review, research, analysis, and preparation of the annual budget for the City.
Coordinates budget preparation processes with staff of assigned departments and budget units; develops recommendations for review.
Researches, analyzes, and makes recommendations on requests from assigned departments or budget units for reallocation positions and changes in funding appropriations.
Evaluate subordinate staff's work; prepare employee performance evaluations; counsel employees to correct deficiencies; recommend disciplinary actions.
Plans, directs, coordinates, and reviews the work plan for assigned payroll staff; assigns work activities, projects, and programs; reviews and evaluates work products, methods, and procedures; meets with staff to identify and resolve problems.
Trains subordinate staff in the City on the time and labor and payroll systems, payroll laws, and City policy related to payroll; responds to questions from staff and departments on the application of laws and policies; reviews accuracy of submitted payroll from departments.
Manages and coordinates the liens and foreclosures processes and coordinates with outside agencies.
Manages and coordinates accounting functions, including payroll accounts payable, cost accounting, cash receipts, accounts receivable, capital projects, grant accounting, and related accounting functions.
Prepares and presents technical, administrative, and finance analytical and statistical reports that present and interpret data, identify alternatives, and present and justify conclusions, forecasts, and recommendations based on data summaries and other findings.
Review, research, analyze, and prepares routine, non-departmental budget documents, such as the Master Fee Schedule; develop recommendations for review.
Plan, direct, and participate in the audit of all financial transactions and expenditures of appropriated funds; coordinate the annual financial audit with a contracted outside audit firm.
Performs related duties as required.
