Job Description Summary
This employee performs cashier functions for the Finance Department with an emphasis on public contact both directly and indirectly through telephone and personal contact. Assumes primary operational responsibility for utility billing system. This employee is under the general direction of and reports to the Finance director. Responsible for interacting with supervisor, staff, other employees, and the public in a friendly, courteous and professional manner, displaying actions and attitudes that support and encourage the highest levels of teamwork and the enjoyment of the workplace by all affected parties.
Job Responsibilities and Essential Functions:
- Works to process utility billing functions, including delinquent accounts/lien processing, account transfers and reconciliations.
- Manage the interface with the City’s solid waste/recycling vendor, serving as the City’s liaison between customers, the City, and the service provider. Insure charges for services are correct and can be reconciled.
- Reconciles daily cash receipts and prepares bank deposit.
- Collects and processes cash receipts for all City revenues, bills and receives revenues daily.
- Custodian for Petty Cash box and prepares the weekly check request papers to reimburse the bank and submits to the accounts payable for processing.
- Prepares invoices for impact fees and maintains paid listing.
- Greets and directs the public to the proper departments. Answers all incoming telephone calls and general information questions from the public and routes to proper personnel.
- Sorts, processes and distributes incoming mail.
- Manages facility reservations calendar, booking appointments and insuring appropriate deposits and/or fees.
- Miscellaneous duties including preparing and distributing impact fee notifications, ordering office supplies, etc.
- Other duties as assigned by the Assistant Finance Director or Finance Director.
Knowledge, Skills and Abilities Education - Essential:
1. High School diploma or equivalent
2. Basic knowledge in use of email, word processing and spreadsheets.
3. Knowledge of cash management protocols
Desirable:
Ability to enhance job responsibilities via training.

This employee is required to work in a highly visible environment and must be able to project a positive image. Must have the ability to meet and communicate directly with the general public with good oral communication skills. Must be able to effectively and tactfully answer citizen inquiries, through telephone conversations or direct personal contact.
