This is a new opportunity for an experienced Grant Analyst working in our Capital Finance Division. The position will begin on or after July 1, 2022. It will offer the opportunity for flexibility and work/life balance with a hybrid office/work from home arrangement.
Brief Description:
Under broad guidance, the Grants Analyst is responsible for:
a. Professional management of HRSD’s Grant process which supports the Capital Finance Division’s goals to obtain the lowest cost of capital to finance the capital program
b. Preparing a cost-benefit analysis to demonstrate added value of a potential grant to HRSD
acting as the Lead for preparing and submitting grant applications to include: Researching grant opportunities by interfacing with regulatory agency contacts and other groups that administer grants and build a network that will promote HRSD and the discovery of grant opportunities
c. Advocate on behalf of HRSD the need and qualifications for grants
d. Document and ensure that HRSD remains in compliance with secured grant requirements
e. Assist in any audits of the grant program and compliance
f. Preparing a grant forecast for use in the long-term financial model
g. Communicating the HRSD mission, vision and values.
Job Requirements:
a. Education
Required
Bachelor’s degree in Finance, Accounting, Engineering, Environmental Science, Business Administration, or a related field
b. Experience
1. Required
a) Minimum of 3 years’ experience in budgeting, finance, or accounting
b) Minimum of 3 years’ experience in obtaining Grant funding
2. Desired
a) Experience in obtaining grant funding for a utility
b) Basic knowledge of wastewater operations
c. Job Specific Technical Competencies
Required
a) Ability to compile and evaluate data, draw sound conclusions, and recommend course of action.
b) Ability to present data in meaningful graphical form; ability to write reports conveying analysis and recommendations
c) Demonstrates knowledge and use of Management Information Systems at an intermediate skill level
d) Ability to develop highly effective working relationships with other HRSD managers, supervisors, consulting engineers, contractors, and jurisdiction counterparts
e) Ability to develop and implement detailed project plans
f) Ability to plan, organize and manage workflow
g) Ability to make high quality, time-sensitive decisions
h) Knowledge of current human resource practices, budgeting, public relations strategy, procurement, contract management, quality improvement processes
d. Special Licenses
