Fiscal Specialist

RESPONSIBLE TO: Fiscal Officer

FLSA STATUS: Full-time Non-Exempt

Purpose of Position: Assisting the Fiscal Officer with agency accounting and budgetary operation.

AREAS OF RESPONSIBILITY
" Assist Fiscal Officer with Fiscal Department responsibilities, HR functions, and financial management.
" Assist with monthly accounting functions, posting of transactions, cash disbursements, cash receipts, and journal vouchers, account reconciliation, monthly adjusting journal entries, etc. using the agency accounting software under the direct supervision of the Fiscal Officer.
" Work closely with contractors and grantees to assist with their monthly reporting, problem solving, etc.
" Assist with on-site training of senior center management personnel within the agency's seventeen county service area.
" Prepare numerous Excel spreadsheets to record, track, and analyze financial data. Also, includes building of Excel files used for agency and contractor reporting purposes.
" Prepare and submit agency financial reports to the Nebraska State Unit on Aging.
" Prepare NSIP (USDA) Report sent to State Unit on Aging.
" Assist with processing of semi-monthly payroll, including tax liability reporting and quarterly payroll reports.
" Assist in the maintenance of agency personnel data and records.
" Assist with daily bank deposit.
" Assist with processing of invoices paid each month. Prepare list of bills paid for Governing Board review.
" Prepare financial summaries, projections, county fund summaries, etc.
" Assist with preparation of annual Fiscal Year Area Plan and Budget, including budget revisions.
" Assist with annual audit, including confirmations of funds, etc.
" Assist with departmental correspondence, maintenance of filing system, etc.
" Enter and monitor data for the agency in the PeerPlace system
" Maintain confidentiality with all client and agency information.
" Attend training as approved by the Fiscal Officer
" Assist with answering telephone, route phone calls, take messages, and disseminate information regarding aging programs and services.
" Perform backup for front desk and answer telephones as needed
" Other duties as assigned

SUPPLEMENTARY INFORMATION
Required Knowledge, Abilities and Skills:
" High level of proficiency with Microsoft Excel, Word.
" Knowledge of accounting software.
" Excellent math skills.
" Excellent analytical and comprehension skills.
" Excellent organizational skills, detail oriented.
" Self-motivated.
" Ability to work independently, with minimum supervision.
" Proficient use of various office machines including, but not limited to, computer, ten-key calculator, multi-line phone system, fax, copier, etc.

MINIMUM QUALIFICATIONS:
" Associates degree in accounting, business or related field preferred.
" One or more years of experience in payroll, accounts payable and accounts receivable.
" Need to have knowledge of QuickBooks and Microsoft Office.
" Proficient written, oral and telephone communication skills
" Proficient computer skills

All Agency employees must pass initial and annual background checks as completed on the Central Registry Adult and Child Protective Services, Law Enforcement, Department of Motor Vehicles, Nebraska Data Exchange Network, Sex Offender Registry, Office of Inspector General, and Nurse Registry background checks if applicable.
