SUMMARY: The payroll & benefits specialist is responsible for accurate and timely preparation and processing of payroll, maintaining compensation information, payroll records and reports, and payroll related data. As part of the HR team, the payroll & benefits specialist provides excellent customer service while creating efficient payroll processes that are sustainable and compliant. This position will serve as a resource to staff across the district by assisting in payroll related questions while following applicable district policies and practices and federal and state laws.
ESSENTIAL DUTIES AND RESPONSIBILITIES: (Other duties may be assigned)
Payroll Processing
Input, edit, and process payroll information from a variety of sources, ensure that all steps in the payroll process are conducted with accuracy and efficiency
Work with the payroll specialist to ensure timely and accurate payroll deliver
Review necessary information for new hires/rehires in payroll
Work will all district staff to communicate payroll related information
Communicate with outside agencies, such as retirement systems and payroll vendors to convey required reports and information in a timely and accurate manner.
Setup 403b withdrawals and maintain administrators' 403b placement, setup, and district contribution levels and provide annual communication
Reconcile payroll output, balancing payroll figures for reporting and audit requirements
Ensure that employees follow operational policies and procedures related to the payroll function
Review the payroll information prior to release to ensure accuracy and conformance with established guidelines
Ensure that payroll transactions align with contractual specifications and applicable agreements and policies
Process payments of payroll related liabilities, submit with proper documentation
Serve as first backup for payroll processing and periodically run the bi-weekly payroll
Prepare payroll related audit materials and interacts with auditing agencies
Maintain payroll schedules and calendars to ensure accuracy and timeliness of payroll processing
Maintain current knowledge of payroll rules and regulations to ensure district compliance
Stay current with the laws and regulations surrounding employee benefit programs, including health insurance plans, high deductible health plans, health savings accounts, and flexible spending accounts
Respond to inquiries from TFFR and PERS regarding specific service, wage, or contribution information
Maintain up to date files of payroll information and time records
Maintain and monitor a schedule for compliant document destruction
Assist new employees with initial employment paperwork
Provide information to staff and public by answering questions and requests
Adhere to the assigned work schedule by maintaining regular and punctual attendance
Assist other team members where needed, including a back up to the payroll specialist
Payroll Reporting:
Prepare, reconcile, and submit reports for WFEA dues, United Way, FSA, HSA, 403b, and other payroll related liabilities, and reconcile and upload payroll files to systems bi-weekly
Complete a monthly billing reconciliation of benefits and deductions against premium billings for health, dental, vision, COBRA, life and disability insurances, HSA, and FSA benefits
Reconcile and submit monthly contributions to the TFFR and NDPERS retirement systems
Generate timely payment requests for PERS and TFFR premiums, and ensure that all payments are submitted accurately and on time
Prepare, reconcile, and submit quarterly reports: 941, unemployment, state tax returns
Prepare, reconcile, and submit annual reports: W-2, ACA, workers compensation, teacher's retirement
Assist in maintaining the employee access portal, monitoring, and editing changes and updates
Employment Cycle Management Activities:
Oversee all employee terminations and leave payouts
Maintain temporary salary updates based on negotiated increases
Assist human resources/payroll supervisor to create documents for summer school, communicate the information, setup all summer school staff with pay codes and budget codes
Manage the exit of employees in Absence Management and NDPERS systems
QUALIFICATIONS:
Associate's degree in Business, HR, Payroll, Accounting, or closely related field OR twice the equivalent years related experience
Extensive knowledge of payroll rules, regulations, and procedures in accordance with federal and state laws
Proficient with Microsoft Excel
Payroll processing experience, preferred
Ability to develop positive relationships with administrators, staff, and the school community
Strong organizational and planning skills
Adept at problem-solving, showing resiliency when faced with challenges
Reliable and dependable attendance
Prior experience working with Microsoft Dynamics GP a plus!
SALARY: 2022-2023 Classified Salary Schedule - B235
Starting hourly range: $21.90/hr to $25.19/hr depending on experience, plus excellent benefits and paid leave!
West Fargo Public Schools offers a competitive and comprehensive benefits package. The salary listed for this position is the base cash salary and excludes retirement contributions. For eligible classified positions, the district contributes 8.26% of the employee's annual salary to the North Dakota Public Employees Retirement System (NDPERS).
