Deputy Division Administrator - - State & Local Finance


The Department of Revenue (DOR) is looking for an experienced leader to join our team as Deputy Division Administrator. The position's headquarters will be our Madison office located at 2135 Rimrock Rd. 

The Division of State and Local Finance (SLF) is responsible for establish​​ing the state's equalized values; assessing all manufacturing and telecommunication company property for property tax purposes; assessing and collecting taxes on utilities, railroads, airlines, mining, and other special properties; and providing financial management and technical assistance to municipal and county governments. It also administers the state shared revenue, property tax relief payments for municipal services and the lottery credit program, the tax incremental financing programs, along with providing property assessment administration and certification of assessment personnel.

SLF is comprised of the Technical and Assessment Services Office, Communications and Outreach team, and three Bureaus: Equalization, Local Government Services and Manufacturing & Utility.

Position Summary

Under the general direction of the Administrator, this position serves as the Deputy Division Administrator with full authority of the Administrator to direct the operations of the bureaus and work units in carrying out their responsibilities. This position will apply effective management tools to ensure the Division is meeting statutory requirements and planned objectives; and provide direction in general and fiscal operations including the budgetary process and the development of proposed law changes.

Salary Information

This position is in the Revenue Administrative Manager classification. Salary for original appointments will be set between $110,240 and $113,963 annually ($53.00 and $54.79 per hour), plus excellent benefits. Current State employees' pay may be set higher than the announced range based on the provisions in the State compensation plan. Please contact with questions. Applicants who are at least minimally qualified must desribe in their resume and letter of qualifications, experience in the following:

  • Program Management (e.g. strategic planning, development and implementation of policy, evaluating program effectiveness, developing and managing budgets, etc.)
  • Formal Supervision (e.g. setting performance standards and conducting performance evaluations, participating in hiring, coaching, disciplining, and terminating employees, conducting investigations and participating in the grievance process, etc.)

Well-qualified applicants will also have experience in the following:

  • Strategic Business Planning (i.e. planning and providing direction for future program initiatives)
  • State and local rules and regulations related to property assessment and valuation
  • State laws related to the state's shared revenue programs
